Plans to develop a new coffee shop and wine bar at a Neath town centre venue have been approved by the local council. The plans could now see the new facility developed at Windsor Road Neath, in a premises that was previously used for retail purposes.
The Windsor Road building is located just a stone’s throw away from Neath’s train station and next to the popular A.Jae’s Brasserie. The approval will now allow for a change of use at the ground floor, as well as the first and second floors of the building for it to become an artisan coffee shop which also sells fine wine.
Additionally, the plans which were submitted to Neath Port Talbot Council in December of 2025 could see the space on the second floor used for arts and crafts workshops. Read the biggest stories in Wales first by signing up to our daily newsletter.
Then plans said: “The application seeks full planning permission for the change of use of the ground, first and second floors of 40 Windsor Road.
“The uses of the ground and first floor will be for an artisan coffee shop which also sells fine wine during the day and then operates as a coffee/wine bar in the evening.
“The second floor would operate as a local craft and hobby artists use, offered to community groups and classes during the day and evening.”
Works could also include a replacement roof with the installation of solar panels along with changes to the window fenestration and a new shop-front. The potential for Neath.
The plans for the new venue were approved as part of the delegated decisions made by planning officers between February and March of 2026.
They come just months after the approval of separate plans to regenerate an unoccupied Grade II-listed high street bank located in Neath town centre.
This would include works to the former Barclays Bank site based on The Parade for it to be turned in to a new bar and restaurant.
Once completed they could see a new bar and restaurant inside the building along with a beer garden at the back of the property. You can read more about those plans here.
