A proposal by Persimmon Homes to build a “village community” of up to 300 new homes on the outskirts of Saltash is receiving growing opposition, with the town council recommending refusal.
The planning application also features a community hub, parking, landscaping and public realm works, green spaces and play areas, and internal estate roads.
If approved, the development – known as Penn an Vre – will be built on land west of Latchbrook Farm, Trematon, near Saltash.
However, some residents have commented that further expansion of housing in the area – on top of 1,000 homes being built at Treledan, Saltash – will severely impact infrastructure in the town. The NHS has commented that the proposed development will put added pressure on already stretched GP practices.
A number of people have taken to Cornwall Council’s planning portal to object to the 330 homes proposal. Comments include:
- “We already have 1,000 houses being built over the road at Treledan. The full impact of this large number of additional residents is not yet known or understood. This proposed development will add a third more to the Treledan increase and have a detrimental impact on biodiversity, wildlife, trees, hedgerows.”
- “I believe the proposed development would have a significantly damaging environmental impact on the surrounding green fields and nearby nature reserve. Indeed I understand that a previous application for a development on part of this proposed site was refused on the grounds of unacceptable harmful effects on rare wildlife in this area.”
- “The residents of Saltash are shocked at how the negative impact on traffic and services has already grown during the first phases of the Treledan project. Travel times to traverse Saltash to make simple journeys have significantly increased due to frequent traffic queues. This can only get far worse as Treledan expands to its full capacity. This further significant expansion in housing can only add to this adverse situation.”

Saltash Town Council has recommended refusal on the grounds that the development would be in an unsustainable location not supported by adopted planning policy, on a site designated as protected countryside / open land within the Saltash Neighbourhood Plan.
The council stated: “Existing infrastructure capacity, including schools, highways and local services is insufficient to support development of the scale proposed. The proposed access arrangements were considered unsafe and unsuitable for a development of this scale and likely to give rise to highway safety issues.”
The NHS has commented that the proposed development will have a significant impact on Saltash Health Centre and Port View Surgery in the town.
In a statement to the council, NHS Cornwall said: “The practices are already significantly under capacity as a result of the cumulative impact of development in Trematon and are currently lacking sufficient clinical and administrative space to attend to the needs of this growing population.
“This development of 210 dwellings (excluding 90 affordable dwellings) could generate an additional 483 residents and subsequently increase demand upon existing services even further.”
Commenting on the application, Persimmon Homes Cornwall & West Devon’s managing director Andy Hill said in early April: “We are fully aware of the scale of the housing crisis in this country and, especially, how it has affected local people and communities in Cornwall. As a local developer with a commitment to leaving positive and lasting change, it is why we want to deliver homes in Saltash.
“I am very pleased our schemes here involve a significant level of housing association properties, alongside meaningful ecological and environmental features, physical infrastructure and significant payments for community assets.
“We’ve engaged significantly with Cornwall Council, the people of Saltash, and their elected representatives throughout the development of these plans. We look forward to continuing that partnership as we work to deliver on these ambitious visions.”
Cornwall Council will make a decision on the application in due course.
